Going downhill?

The New Year’s gloom is slowly abating, it definitely will go away for good with advent of regular daily grind in the corpo-world, due to commence the day after tomorrow.

Daily dose of news does not fill one with overly optimism though. Headlines in recent days were dominated by tidings of ‘carnage’ in Kamien Pomorski in north-west Poland, where on New Year’s Day an inebriated and intoxicated 26-year-old male murdered six people and left two other injured. The fatalities are members of two families who went with children for a New Year’s Day stroll. They were out of luck to be smashed by a somersaulting red BMW. In fact every one of us could have lost life in such brutal way.

The massacre gave rise to public outrage for many reasons. Not only because the culprit was guilty of drunk-driving, not only because in 2006 he was once deprived of his driving license for driving under influence (recidivist), not only because in seconds he took away several human beings’ lives. The most appalling was that he would be subject to up to 15 years of imprisonment, and charged with drunk-driving and causing fatal accident, while many believe he should be held accountable of murder and his 20-year-old female passenger (sober at the time of accident), who had done nothing to prevent him from sitting behind the wheel and argued with during the journey, should be accomplice. (BTW – what virtues has that man had to impress a woman?)

After the senseless death of six people, problem of drunk-driving has come under fire in the media and among politicians. The government intends to put forth far more severe punishments for drunk-driving and thus crack down on plague of pinheads sitting behind the wheel under influence.

Whether the stricter penalties serve their purpose is a debatable issue. The problem of drunk-driving is more social than political or legal (although if such crime as the one committed by 26-year-old bandit is not categorised as murder, it lays bare an evident shortcoming of the Polish penal code). The heart of the problem has been rightly located by Michael, who points out it is the ‘tacit consent’ / ‘acquiescence’ for drinking alcohol and sitting behind the wheel thereafter in the Polish society. Written law might fulfil its role better or worse, but it will surely do it better, if certain behaviours become intolerable. Drafting a new, restrictive law with severe punishments for drunk-driving and enacting it is a matter of weeks. Eradicating the ‘tacit consent’ for minds of millions of Poles is a task for years.

As correctly noted, people sit behind the wheel tanked-up, not because they are not precluded from it by gentle punishment, it is because they expect not to be caught. From economic perspective, a drunk driver considers the situation in their intoxicated brain in the following way: expected punishment = punishment times odds of being caught. If the latter is low, even if the former is high, the outcome is low and they are more likely to drive…

A law which is not enforceable is worth nothing… What is the point for irreversible loss of driving licence? Maybe my way of thinking is weird, but this measure simply does not work. If somebody is to sit behind the wheel, they will do this, no matter if they possess the document or not. Forfeiture of property (vehicle) and pecuniary penalties should serve as primary measures against inebriated drivers.

That ‘carnage’ is not the only incident from recent days which called into question faith in people…

On 28 December 2013 a 22-year-old male killed with a hammer his 30-year-old friend and his 8-year-old son, who accidentally witnessed the murder. Then the criminal stole 1,000 PLN and the victim’s car and dashed off. His escaped did not last long – soon after he crashed the car and was detained by the police. The murder was committed with cold blood.

On New Year’s Eve, in Łódź, a drunk pregnant (9th month) 31-year-old woman, was run down by a car. Circumstances of the accident still remain unclear, but from the picture that emerges it transpires she was a member of gang which threatened to damage cars in order to wheedle out money from their owns. One of their victims was a 67-year-old man returning from fireworks show. While trying to run away, he probably did not see the pregnant woman lying on the street and mowed her down. The woman died on the same day, her child passed away two days after (this is the most probably scenario presented in the media)

On the same day, somewhere in southern Poland a drunk 33-year-old man almost trounced to death a 3-month-old infant. The child is fighting for life.

On New Year’s Day three men in their 20’s threw a firework into a house inhabited by a disabled man. For kicks. The firework set the fire. The man with first and second degree burns was taken to hospital, his dwelling is uninhabitable. For kicks…

And while I was writing it, a drunk driver in Bytom hit into a group of people. Fortunately, nobody was killed, nor severely injured.

Down in the dumps, I was surely oversensitive to such news. These eye-popping examples of cruelty and idiocy, although gruesome and unacceptable, should not spoil the overall picture of Poland. It is not the country of widespread criminality, full of drunk murderers, albeit in terms of common sense behind the wheel, catching up with more civilised nations would improve safety on Polish roads. The only alarming common denominator of all misdeeds mentioned above is that they were committed by relatively young (aged less than 35) people. This does not cast good light on generation which in decade or two should become Poland’s elite.

I wish such accident do not recur. I can merely wish, as I fail to come up with a prescription for successful measures decreasing criminality. I only hazard a guess it is not a task for politicians or lawmakers. It is a task for social engineers and everyone who could tamper with people’s mindsets…

News review

It’s Easter, festive period then tradition should be nurtured. One of such “traditions” during my English classes when I was a third- or fourth-year student was delivering to the group a “news update” twice in each semester – five topical news items, preferably from world of business and politics. Let’s bring back those beautiful days and see what’s going in Poland on this silent, snowy Easter Monday.

Stooq, portal for speculators cites Information Radio Agency which, at behest of the Central Tax Office reminds restaurant-owners and waiters about their duty to pay tax on tips. Tips, received either directly by waiters serving clients, or collected by restaurant owners in jars, are nothing else but income which is subject to taxation and concealing such money from the tax office is a tax evasion. The case is serious, as tax rate on concealed, but eventually detected income is 75%. Waiters do not hold back their outrage at the obligation to pay the tax and declare collective disobedience.

Bankier.pl informs about a revolutionary idea hatched by the Polish Ministry of Finance. The guts-hated, country-wide network of speed cameras will be developed under public-private partnership. As early as in July 2013 every citizen will be allowed to put up their own speed camera and snap speeding motorists, provided they link it the police’s database. Each camera-owner will have a share in income from collected fines of 10% - 20%. This income, just as tips in restaurants, will be subject to taxation. An important remark is that income, thanks to advanced IT solutions creating links between database of camera-owners and fined drivers will be automatically offset with due fines, so speed-camera owners will not have to pay fines directly, they will be deducted from their income at they end of each year. Such venture is not a cheap one in terms of start-up costs though. A brand-new speed camera will set you back some 10,000 PLN, therefore the Ministry of Finance declares to run a new scheme of preferential loans called “speed camera for the poor”, allowing to purchase a camera on 0% instalments. Moreover, the unemployed who cannot afford to buy a camera might lease it…

Gazeta.pl provides with a link to a page containing a long-awaited recipe how to check who’s been viewing your profile on facebook. Check it out! Finally you’ll be able to find out who’s been stalking you, who’s interested in you, etc. There’s a loophole in Facebook page’s source code. One line added to a system file on a computer from which you log-on to the social networking site activates the much-desired facility…

In the meantime, Warsaw pages of Gazeta.pl notify of a new regulations concerting sorting rubbish. For the time being you had to segregate glass, paper and plastics, from July 2013 the list of types of litter will be extended to seven items: white glass, coloured glass, paper, tins, plastic, other litter and organic waste. The very last item is the most controversial, as the capital’s authorities put forward to encourage dwellers of detached, semi-detached and terraced house to recycle this kind of waste on their own and to give them compost bins and grant a 10 PLN reduction in litter collection charge. The idea brought about uproar among councillors. Probability of the new decree taking effect as of 1 July 2013 is kind of low, as there’s too little time to put out a tender for servicing such advanced system of sorting out rubbish…

One of the most popular portals, Onet.pl, disturbs peace of its readers with a horrific weather forecast. The ongoing winter spell will last by June. Sub-zero temperatures and abundant snow showers will linger for two months on. Ministry of economy encourages road-clearance companies and property administrators to stock up in salt, as salt depots are running low of stock, despite salt mines running at full capacity…

TVN24.pl brings great news for those longing to be invisible. Scientists publishing in “New Jurnal of Phisics” claim the coat they have invented is made out of the thinnest material ever used and they are just a step away from conjuring up the chemical substance letting a creature cloaked in it become invisible… This has not been the first attempt to come up with such an invention. I only wonder if moves of such an invisible man would be audible. If so, they would give them away, giving scientists another opportunity to improve their work.

Interia.pl covers the draft of a new EU directive aimed at disciplining car users. Each car, even used will have to be equipped in a display, put up above the rear-view mirror, showing if the passengers have fasten their belts. The device should be visible from outside and thus force passengers to obey the safety rules. Social pressure harnessed to reduce the death toll on the roads. How commendable and why so late? The worst thing is that obligatorily installed device will set back every car owner about 250 EUR. Was any lobbyist involved?

Wirtualna Polska sees the end of traditional tills. They will be superseded by small, mobile devices and space saved on this will be utilized to increase showroom areas. The solution is now being implemented in the United States, if you happen to prove successful and increase profits of merchants, they are likely to take root around the world.

And for the very end, a quick look at gullet press website. I stare at Fakt.pl (Polish daily for the least demanding readership) and have absolutely no idea what is true and where authors could have played prank. Absurdities overwhelm me…

And the weather outside the window… funnily enough is not a joke… 0C and it keeps snowing…

Conspiracy theories sprouting

EDIT, 16 April – my appeal. No matter how strongly we disagree with the decision to bury the president and his wife on Wawel let’s suspend all discussions and rows over this issue during the weekend. In the days to come we all ought to pay our respects to all departed ones who now deserve peace.

I haven’t prepared this overview on my own, it is just a summary of a compilation which appeared recently on WP.PL. Some are to a limited extent plausible, other smack of outright malarkey… Note that the points below do not refer to any confirmed facts.

1/ Russians had a hand in the tragedy – they had vested interest in getting rid of many Polish officials inconvenient for them, particularly president Kaczynski who was determined to fight for truth and his speech on Saturday could have thwarted the reconciliation policy pursued by Mr Tusk and Mr Putin.

2/ The crashed plane which had undergone an overhaul in August 2009 was deliberately wrecked by Russian secret services. Their agents allegedly tampered with the steering systems what could have impeded a safe touchdown.

3/ An explosion on board – some eye witnesses claimed they had heard a sound typical for explosion, akin to a bomb going off.

4/ Russians deliberately created a fog in Smolensk (as they could use chemistry to clear up sky over Moscow) either to prevent Mr Kaczynski’s appearance on the ceremony or to trigger a disaster.

5/ Black boxes were swapped – Russians were familiar with the technologies used in Tupolev planes so they concocted the record of the flight

6/ Warmth of Russians is just a smokescreen – their sympathy and help they offered us should distract our attention from their involvement in the scheme.

7/ The equipment on Smolensk was broken down – some say a few hours after the crash soldiers replaced some parts of air traffic control with new ones to cover up the blatant violation of safety issues.

8/ Mr Tusk was embroiled in the scheme. He plotted it in liaison with Mr Putin and Mr Komorowski. To boot all politicians had no other duties on that day and rushed to deal with the tragedy.

9/ Pilots faced pressure from president Kaczynski to land heedless of bad weather conditions (this thread was widely discussed on Poland-related English-language blogs).

10/ Katyn is a cursed place for Polish nation.

11/ The disaster was predicted by Nortradamus, who wrote about metal birds, which carried some eminent people from an invincible country and the country was soon invaded from the East.

12/ Not all victims died on the spot, some survived the crash but Russian secret services swiftly came around to kill them.

My comments to theories no. 11 and no. 12
Ad. 11/ I have “Centuries” by Nostradamus (in English) in PDF and searched for key words which appeared in the Polish version – nothing like this can be found there.

Ad. 12/ TVN 24 reported yesterday someone uploaded a film from the scene on which one can clearly hear shots. TVN 24 says however the film was uploaded on Tuesday, while the same footage was shown by Russian TV a day earlier.

Another note – Poles remain split over the funeral on Wawel. He worst thing is that I got lost, because there are several versions concerning the person behind this idea. Some try to suck up credit for the great idea, some try to shift blame to others.
