The animal spirit of the market

There are some articles an educated man cannot just miss out on, like the one which I found in yesterday’s “Highbrow’s guide” (Niezbędnik inteligenta) insert to Polish weekly “Polityka”. On the first few pages of the insert Jacek Żakowski (incidentally probably the only journalist in Polityka’s makeup who has an excellent command of English – I infer it as he’s the only person who carries out interviews with native English speakers) conducts an interview with Robert Shiller – American psycho-economist. The whole article can be found here (in Polish) – recommendable for everyone who knows Polish.
This time I think there’s no point in summarising the whole content, instead of this, I’ll translate some of the most crucial parts of professor Shiller’s theses. Just after reading it, today in the morning, I e-mailed the weekly’s editors, asking them to provide me with the original version of the interview. My request has met the response of Jacek Żakowski in the flesh, who wrote back he had taken it down it Polish right away. That’s a pity, you’ll have to fall back on the product of my translations skills ;)

I know I have some problems with translating complex sentences, mostly with the word order, hope you’ll forgive me…

The illusion of money
J.Z.: The mortgage bubble which brought about the current crisis has not have as spectacular legend [as the collapse and insolvency of Mexican economy in the early 80’s]. No oil deposits have been discovered, no cartel has caught the mortgage market in its clutches.
R.S.: On the contrary, the pattern was very similar. The mirage of invariably low interest rates, built by FED, governed by Alan Greenspan, thanks to which even the poor families were able to serve huge debts, was the equivalent of giant deposits’ mirage. (…) The crisis which broke out in 2000 posed a threat to the swelling illusion that everyone could get richer by investing on the stock exchange. When the stock exchange failed to turn the quick profits, social hopes were pined on real estate market.
The very legend of mortgage boom consisted, roughly speaking, in the assumption that the house prices would always rise, what was a palpable absurdity. (…) As the bubble was swelling, many economists warned that neither can the prices rise forever, nor the interest rates will be kept down forever. Nobody heard those warnings. After crisis of 2000 all the reflexes of “animal spirit” of America centred on the housing market. The legend of cheap house for everyone fitted the social needs too well too be undermined by any rational argument. No one even bated an eyelid, when in 2008 the Association of Real Estate Owners, intending to fuel the bubble, placed an ad in the media, the ad stated that the real estates are the best long-term investments, cause their value doubles each ten years. People believed it. There was no way of persuading them that there was no profit in it, that it was just another example of “animal spirit”, which is “the illusion of money”.
J.Z.: That is…?
R.S.: That is the perception of prices, costs and investment which omits changing wages and inflation. Everybody remembers they bought the house for let’s say one hundred thousand dollars and is happy cause today its value rose to two hundred thousand, so they took the profit of one hundred per cent. But no one paid attention to the fact the wages also rose by one hundred per cent. (…)
The phenomenon of “the illusion of money” was very well visible during the deflation which accompanied the great depression in the United States. The American economy would have endured it much better if the employees had freed themselves from that illusion in the deflation phase. When the prices were dropping, wages remained nominally unchanged, consequently they rose substantially, what drive many companies to the wall. (…) As far as I know, none of the employers made any attempt to explain it to the trade unions that as the wages are increased along with the inflation, they should be cut along with the deflation. (…)

The herd instinct drives us to work within a group, but our mistrust makes us join it gradually, with reserve. That’s the reason why many bubbles fade. But when the legend is credible enough to reach an enormous size, the acceleration mechanism switches on.
J.Z.: Is this a symptom of the “animal spirit”?
R.S.: Huge (…) As long as an ordinary man finds out speculators from the Wall Street made millions on the speculations on houses, he looks at it with envy or with condemnation, however he does not join it. But when it transpires that his neighbours, colleagues, even brother-in-law made money on house price surge, it gets on the nerves of even those people with the most conservative approach to money. One day, during the supper spouse starts a conversation: Honey, our neighbours moved to a better borough, my workmate bought a new yacht, the property of my brother has tripled. Why don’t you take this opportunity? Why shouldn’t we transfer more of our savings into the stock exchange, why shouldn’t we buy a house to sell it at much higher price in a few years?
Thus the bubble is blown up by new people joining with new money. One day virtually everyone is engaged in it – that is the moment it bursts.
J.Z.: So financial conservatism does not pay off, the later someone joins, the less they can win, the more they can lose.
R.S.: For sure it does not pay off to be an inconsistent conservative. The more because the later someone joins the bull run, the more probable it is they would fall victim to the deception, for a few reasons. Firstly, the longer and the more sustainable the bubble is, the more excessive is its credibility. Secondly, the bigger the bubble is and the higher profits it turns, the stronger is the temptation to raise them even more. Thirdly, the profits cannot rise endlessly only faster. (…) An excellent example was the dot.com bubble – then the well-educated and intelligent experts devised a theory of a new economy based on the assumption of ceaseless growth in share prices, totally separated from work efficiency and profits of enterprises. People believed it, cause they had wanted to believe it. What can be more pleasant than the perception that if you buy some stocks you can sit on your hands and get richer thanks to the spurts on the stock exchange.

J.Z.: Is there any fix for it [helplessness of market participants against growing unmanageable risk]?
R.S.: Primarily the economic awareness should be disseminated just as it was in case of health awareness. (…) Today an ordinary man, who cannot afford to pay for the services of expensive advisory offices, takes the advice of advisors who are paid by banks, mutual funds or insurance companies. Those advisors mostly mind the business of the ones who pay them. Consequently millions of customers and small investors follow the advice of advisors, who are in fact salespeople and take irrational decisions – take out loans they will not afford to pay off, buy houses the cannot afford or invest all their savings in securities which soon will be worth as much as the paper they’re printed on. There are two sources of crises that can be distinguished – firstly people lack competencies which are essential to perform in a market economy, secondly the ones who cannot afford to make mistakes cannot also afford to pay for advice provided by impartial and competent advisors.
J.Z.: What should those impartial advisors tell them?
R.S.: Most of all they should inhibit the behaviours which arise from their animal spirits, that could be done only through giving them objective knowledge. They also ought to offer investments in special products, overseen by the government, destined for the people who cannot take the risk. The poorer people are, the more they pay for the mistakes made when they were driven by irrational reasoning.

The commendation of non-conformism
(…)
R.S.: I have a wife. She’s a psychologist. That’s why I found it harder to believe people take rational decisions. And I have never yielded to the quite common belief that complex processes which take place in the markets can be described with simple equations. (…) Even the teacher who expelled me from Sunday school accused me of my propensity for challenging everything my friends had taken for granted, stating my behaviour had been unacceptable. Roughly the same I have heard from Tim Geithner, who as a governor of FED ousted me from the board of advisors. All they wanted a simple, mathematical answer to the question of the sources of rising mortgage bubble and I have been returning to the unpredictable animal spirit of the market. There is always a group of people who do not put stock in the commonly recognised truth, instead of this they start wondering where is the catch…

Twenty years of Independence...

Approximately, there is no definite date of the end communism in Poland. It was a long-lasting process, which began in August 1980, was frozen in December 1981, then was revived back in the late eighties. Many factors contributed to it, with the thaw-out in the Soviet Union and deteriorating economic situation in Poland on the fore. The latter seems to be crucial as the authorities lost control over the weakening economy and inflationary spiral. Did they want to share responsibility for scooping the country out of the economic decline? Some IPN-like commentator claim we are still living in quasi-communist system, but fortunately the overwhelming majority think in 1989 we hammered out the freedom.

On occasion of this anniversary I have drawn a timeline on which I marked twenty most important political, economic and social events of the last two decades. Of course, the list is subjective, but I hope you will go along with some of my views…

Before we get there… A short reference to the massacre on Tiananmen Square which took place exactly on 4th June 1989, when Chinese authorities cracked down on the students and workers protesting and claiming reforms leading up to democratisation. The photo taken one day later, on 5th June, by Jeff Widener has made a history and become one of the most recognised photos ever taken.

Today Chinese authorities, although their country has moved forward within last twenty years, are trying to pass over the anniversary and put down the remembrance of the dreadful events.

Getting on into our timeline…

1) 4th June 1989 – first semi-free parliamentary elections, ninety nine (per cent of) seats in upper house and all in the lower house. Thus Polish society showed red card to the ruling Polish United Workers’ Party and hit the final nail in the coffin of communism. It triggered gradual democratisation and market liberalisation reforms. From the moments which followed semi-free election one should mention appointing Wojciech Jaruzelski the president of Poland on 19th July 1989 and the inaugural address of first prime minister Tadeusz Mazowiecki, during which he passed out.

2) 29th December 1989 – The Lower House changed Poland’s name into “Republic of Poland”, the day before it also enacted Balcerowicz’s plan. Both went in motion on 1st January 1990.

3) 25th November and 9th December 1990 – in first free presidential elections Lech Wałęsa defeated Stan Tymiński, according to what some people say, in the face of a man coming out of nowhere with a black briefcase. The Wałęsa’s term was stormy and sometimes hilarious, but to my mind he still remained a trade union leader, simpleton a bit unfit for this office – I cannot deny his merits, however by dint of his mentality and traits I think he has never grown into such function…

4) 4th June (again!) 1992 – the government of Jan Olszewski was brought down by no-confidence motion. This date has become significant for the right-wing commentators and politicians who regard Third Republic of Poland as an extension of People’s Poland and symbolises the suppression of the political grouping swimming against the tide and disputing ideology of “salon” circled around Adam Michnik and “Gazeta Wyborcza”.

5) 5th November and 19th November 1995 and maybe 8th October 2000 – the next two presidential elections, both won by Aleksander Kwaśniewski. In the first ones his victory was commonly called into question (the reason was the lie of Mr Kwaśniewski who declared he had graduated university, when actually he had only received all credits but had not received the diploma). In 2000 Kwaśniewski was elected in a first round, getting more than fifty per cent of votes, what showed the scale of support for him. He gained notoriety for his alcohol overindulgence and other misdeeds, but at least he tried to be the president of all Poles, did not wrangle with the opposition when AWS-UW coalition was in power, as fiercely as the current president does. In spite of all his shortcomings he was a better president than his predecessor and successor.

6) 2nd April 1997 – Polish Parliament passed a constitution, then it was approved by voters in referendum on 25th May and took effect on 17th October 1997. It is effective until now, was amended twice, in 2006 and 2009. In spite of the plans made before elections in 2005, there were no serious talks about a new one. The legislators gave voice to the broad social compromise – that is the key virtue of this document for me…

7) July 1997 – the flood of the Millennium – the biggest natural disaster within last twenty years. Politically famous for Włodzimierz Cimoszewicz utterance “this the next case which confirms the still uncommon truth that one should be foreseeing and take out insurance policy”.

8) 1st January 1999 – four reforms of Jerzy Buzek’s Cabinet went into motion. They encompass: administrative division, health service, education and pension system. The ones who know me better know which was to my mind “the most successful”… (malice seeps out a bit)

9) 12th March 1999 – Poland joins North Atlantic Treaty Organisation, thus concluding the first stage of integration with West European structures…

10) 11th September 2001 – the attacks of 9/11 should not probably be placed here, but as the most significant event after the fall of communism deserve being mentioned. They indeed changed the world and are one of those events which are etched in my memory – I remember mostly that I had a huge homework to do for the next day’s Polish classes (I was thirteen at the time) and could not keep track of the commentary in television, however it seemed to look like a carefully planned show…

11) 13th December 2002 – during EU summit in Copenhagen prime minister Leszek Miller concluded the negotiations with EU, clearing the way to our admission onto its structures, his decision was approved in national referendum on 7th and 8th June 2003.

12) 27th December 2002 – “Gazeta Wyborcza” published an extensive article which unveiled so-called “Rywin’s scandal”. It finished a certain chapter in Polish politics, laying bare the corruptibleness of politicians, their propensity for embroiling in tie-ups with businesses and gave rise to the right-wing parties’ ideology of moral revolution and fourth republic…

13) 1st May 2004 – after years of negotiations and haggling Poland joined European Union – that was probably the most remarkable date within last two decades, the accession has had the biggest bearing on our economy, development prospects, labour market, agriculture, etc. The list could be much, much longer… The next day prime minister Leszek Miller handed down his resignation.

14) 2nd April 2005 – no matter how sceptical you are, doesn’t matter if you are a believer, a catholic or not – you can’t just wave aside the death of Pope John Paul the Second. Within those few days of national mourning Poles united their hearts, politicians ceased quarrelling. Poles loved and still love Pope but most of them do not follow his teachings or comply with them selectively…

15) 25th September and 23rd October 2005 – respectively parliamentary and presidential elections in Poland. Both, against the opinion polls and against all odds won by Law and Justice. In parliament Kaczynski’s party did not form the coalition with runner-up Civic Platform, on 23rd December Lech Kaczyński was sworn in as president. Those dates were meant to mark an onset of moral revolution and revival. The outcome turned out to be a travesty…

16) 5th May 2006 – the turning point in the rule of Law and Justice – the coalition with League of Polish Families and Self-Defence was formed. I burst out laughing when Roman Giertych was appointed minister of education, exactly one week after I completed my education in secondary school!

17) 7th September 2007 – by the decision of lower house of Polish Parliament, taken at 21:43 the term of parliament was shortened – the parliament was dissolved, the next day president called elections to be held on 21st October. Both main parties decided on holding elections willing to either strengthen its power or to stem the further march towards travesty of fourth republic.
My small interlude: I was deeply against the rule of Law and Justice and its coalitional partners, however, I would not demonise that period. I turned eighteen, completed secondary school and passed school leaving exams (matura) with flying colours, I got in university, I passed my driving exam at first take, found my first job. Grimy politics was looming somewhere in the distance, but away from joys and worries of day-to-day life…

18) 21st October 2007 – the most important elections since 1989, in which Poles settled on the direction Poland should go. They have chosen progress instead of raking up the past, looking forward instead of looking back, peace instead of PiS, advance instead of backwardness. Lots of Poles voted not for but against a certain party, the two-year long rule of Law and Justice undoubtedly mobilised voters to go to the polls and express their disgruntlement with the semi-democratic methods of exercising power…

19) 21st December 2007 – Poland joins Schengen Area – the next stage of our integration with European Union – border controls have been abolished on all borders with other EU member states.

20) 15th September 2008 – a symbolic date of the outbreak of current economic and financial crisis, which affected Poland and as a part of global economic machine. Until now our country managed not to plunge into recession (hopefully it will not do) and our economy holds firm. However, the aftermaths of the crisis are already noticeable and it is too early to speak about the light at the end of the tunnel…

If you think there was something more important what deserved being included on the list, or have your own recollections of any of those events, I’m waiting for the feedback, in any language convenient to you.

The ultimate peak?

W dzisiejszym odcinku zatytułowanym „Co kobiety zniechęca do seksu?” (Po polsku pytanie by brzmiało chyba „co zniechęca kobiety do seksu?” perły polskiego dziennikarstwa doszły do następujących wniosków:
- przeciętny stosunek trwa w Polsce siedem minut – zdecydowanie za krótko!!!
- mąż jednej z przyjaciółek jednej z pań w trakcie krótkiego „odwalania roboty” przerwał i krzyknął „zapomniałem zapłacić raty za samochód” i popsuł całą zabawę!!!
Ludzie chcą oglądać „Tańce z gwiazdami” i inne show tego typu. Ludzie chcą głupawej Kasi Cichopek, gwiazdy jednego sezonu, chichoczącej i gadającej bez ładu i składu. Gdy ona zniknie, pojawi się następna.
Wróciwszy z przejażdżki rowerowej zmieniam stację na Polskie Radio 1, na południową debatę. Dziś zamiast dziennikarzy gośćmi byli kandydaci do parlamentu europejskiego. Moją uwagę przykuli panowie Dariusz Grabowski z ugrupowania „Libertas” i Marek Jurek z „Prawicy Rzeczpospolitej”.

The peak of... you should know of what… Last holiday, as I had an internship I took to the “Radio Złote Przeboje” (Gold Songs Radio), (former Radio Pogoda, to find it in Warsaw tune to 100,1 FM). Oldies prevail in the music played there, in terms of sense of humour it beats off other commercial stations, but on Sunday, between 10 a.m. and 1 p.m. “Złote Przeboje” is excruciating… That’s when it broadcasts the program “Between the lines”, as said by its host – Marzena Rogalska, it “shows the reality from the women’s perspective in a clever and original way”. The first epithet is the most striking and the most out of place too. The level of discussion is comparable to the gullet press like “Fakt” – the host with her guests – Ms Joanna Nojszewska, editor on “Malemen”, sometimes accompanied by a psychologist from SWPS, speak the broken Polish, interspersing throughout it even pidgin English, much worse than mine ;)
In today’s episode, titled: “What puts women off sex?”, jewels in the crown of Polish journalism came to the following conclusions:
- an average intercourse lasts for only seven minutes – much too short!!!
- a husband of one of the journalists’ friend shouted out “I forgot to pay this month’s instalment for the car”, while doing donkey work – and thus spoiled the atmosphere!!!
- premarital seducing gives way to doing marital duties
- by and large, our dear journalists know too little about sex, so should take advice of 14-year-old teenagers who hang around the night clubs and are much more familiar with the topic.
This is the picture of media pulp that emerges from my feature. Masses want to watch “Dancing with celebrities” and other show like that. Masses want foolish Kasia Cichopek, flash in the pan, giggling and prattling. One day she’ll disappear but will be replaced by another one.
Having come home from the bike ride I turned over to Polish Radio, channel 1 for the midday debate. Instead of commentators, today’s hosts were runners for European Parliament. Mr Dariusz Grabowski from grouping “Libertas” and Marek Jurek from “Prawica Rzeczpospolitej” caught my attention. The utterances of both politicians were feats of sheer populism. The former claimed Polish shipyards were shut down in the name of particular interests of political lobbies and so that they could make profits on this. I wonder why has nobody mentioned that shipyards eked out only thanks to government subsidies (in fact from taxpayers’ purse), that the plants were backward, used obsolete technologies, were capable only of building one type of vessels and owing to subsidies their competitors from EU were unable to compete with them, in spite of their higher efficiency and modern technologies they used. When it comes to Mr Jurek, I’ll refer to only one of his ideas (unfortunately, I haven’t heard it in person, my father reported on it to me, hopefully he didn’t misrepresent anything), which made me speechless – namely the idea to slash the benchmark interest rate below zero, in order to kick-start economy – when people would take out loan and repay less than they had borrowed. Left without comment, if I can stick my oar in it, here it is:
1) interest rates can’t be subzero...
2) if it was even possible, depositors would take away their money from the banks, keeping it under the mattress would be more profitable, without deposits banks wouldn’t have funds to grant loans
3) such move would fuel the hyperinflation immediately…
I’m begging you, begging on my knees – cast a ballot, don’t let the populists win the seats in European Parliament…

Update and correction: Mr Marek Jurek says teh benchmark rate should be kept as low as possible, in order to ease the pains of domestic entrepreneurs. Nevertheless, it's still beyond pale for everyone who opts for tight monetary policy, including me. I apologise to all the readers for misleading...

Wracając do polityki... / Returning to politics...

Anglicy mieli agenta, z którego zrobili bohatera, Polacy mieli bohatera i zrobili z niego agenta...

A young Master from Cracow has just published his book, in which he suggests Lech Wałęsa had been a Secret Services agent since mid sixties and to boot he had had an illegitimate child. Institute of National Remembrance, temporary employer of the author distances itself from his publication, the former president threatens he would leave Poland, return all the awards and would not partake in the state celebrations.
Frankly speaking, I don’t care about what Wałęsa did in his youth, for me he made history as the commander of the magnificent social movement and later on as a silly president. This man has a lot of merits, but also plenty of shortcomings, but never mind…
I’m still wondering why is my generation full of so many zealous or officious people, keen on dragging out the past times. Where does the lust for revenge stem from and for what actually? I recall my classmates from High School (very rightist, besides), whose only ambition was to pursue their careers in the IPN, in the institution, which long ago ceased carrying out research on the Polish history between 1939 and 1989, and turned, or was turned into a mire, by the way haunted by the spirits of the past.
Prime Minister Tusk said today IPN may exist on only if it becomes politically and ideologically neutral institution. Mr Tusk, your word is your bond… I don’t want the pests to be paid from my taxes…

Drogie Panie... / Dear Ladies...

Wszystkiego Naj... z okazji Dnia Kobiet. Niech się wszystkie Wasze marzenia spełnią...

Ten dzień to świetna okazja żeby zrobić drugiej osobie płci przeciwnej przyjemność...
______________________________________________

All the best on the occasion of Women’s Day…May all your dreams come true…

Today we can seize an excellent opportunity to give our women a lot of pleasure… Throughout first few years after the transition forgotten, treated as a communist festival – its origins can be traced back to the beginnings to 20th century and it stems from Russia. Ignored, passed over, by some even denounced, derided, but today serves as an excuse to take to the streets. Doesn’t even matter, of the wing is left or right, there’s always someone to go into extremes and turn a nice custom into a political show – lunatic fringes seek the opportunities either to condemn the felonious communism or to demonstrate feminism…

Byli premierzy...

Teraz mieszkam w Warszawie, Londynie i Gorzowie. W Gorzowie mam cały czas dom. Od piętnastu lat pracuję w świecie, a dom mam w Gorzowie, i żonę mam w Gorzowie, i rodzinę mam w Gorzowie. (...)
Kaziu, a dlaczego o Izie nic nie wspomniałeś?
Globalizacja, według mnie, to krótko mówiąc zrównywanie.

(...)A tabloizacja?
Dzieci? Jasne, że tak, ale niewiele i później. Co to znaczy później? To nigdy.
(...) Droga zewnętrznej zmiany – muszę zmieniać świat. Człowiek zawsze chciał zmian i zawsze zmieniał. Zmieniać świat to znaczy wojować, walczyć, nawet zabijać, żeby świat był lepszy. (...)
